i'm not too interested in developing a new system of weights and measures to be used for encumbrance. as a rough guideline, i let my characters carry an amount of stuff based on their ST. each point of ST is one line of 'stuff' on paper. small objects can be 'stacked' together on one line.
for example, potions (qty 6) is one line. arrows (qty 20) is one line. torches (6) is one line. 'X cp, Y sp, Z gp' goes on one line together. each 1-handed weapon uses one line. each 2-handed weapon uses 2 lines. armors and shields not worn or wielded take up a number of lines equal to their armor rating. so, a small shield uses one line. a large shield uses 2 lines. chain mail not worn takes up 3 lines. each spellbook carried gets its own line.
i write 'scrolls and do-dads' on one line and keep a separate unlimited list of items whose size or weight seems inconsequential.
does that seem reasonable?

Here's a copy of my post from the "Time & Space" Forum.
"Lets face it the various encumbrance rules are pretty inconsistent. I offer the following from my favourite (simplest) option in VS 59.
Characters can carry up to 1/2 their STR in items (count fraction). If wearing a Landing Suit or Battledress this increases to STR. In either Space or Fantasy we assume a pack/ efficient webbing which additionally carries all the other crap you don't want to worry about.
Item encumberance is as follows:
Heavy (unworn armor, a body) 2 Normal(most weapons , 20 bolts or arrows, Shield, PPC) 1 Light (pistol, dagger, grenade, spare clip) 0.25 Negligible (your boring gear, drugs) -
The allowance is already restrictive enough (especially without the benefit of powered suits) to assume that your 'ordinary gear ' can also be carried.
Worn armor doesn't count as it already brings its own penalties. "
