Let the cost of increasing the Fat potential/level of the Wizards focus (staff) by one equal the new level. Wizards can only learn spells of IQ level equal or less than the level of their staff. Make spell-casting checks against the level of the staff. Basically, use the level of the Wizard's focus instead of IQ. Keep Disbelief/Resistance based on IQ.
No play-testing or deep-thought has been put into this idea. Please feel free to kick this can around.

Idle thoughts: What happens when a Wizard loses his staff or a non-wizard wants to dabble in magic? - characters cannot learn spells without staff/focus. if staff/focus is lost, they don't forget the spells they already know. - characters may cast known spells at 4/IQ if they don't have a staff/focus. metal armor adds die to all casting attempts.
