How would you recommend playing them in Legends ? (Maybe I'll find out when my copy of Island of Lost Spells areives ...)

Hey wolfsbane,
We have a rule that we have been consistently applying in our adventures for the past decade or so. I think this is in current editions of ILS, and it may have even originated there.
There are separate rules for Scrolls and Books.
For Spellbooks, you can learn a spell from it by spending the required experience, and spending some time studying it (usually a day or so).
For magic scrolls, you can read it and instantly learn the spell, without having to pay any xp. Or, you may cast the spell from the scroll when needed. Either action consumes the scroll.
