If one spends a point to purchase a new skill, do you simply have that skill absent any modifiers or do you acquire the skill with a +1 modifier attached to it (for example swimming +1)? Thanks in advance for any clarification!

Let me second ewookie's Welcome!
He is right - you get the skill with a +1 modifier. We originally, briefly discussed a beginning level of +0, but this proved a bit confusing, and we want to keep things simple. This was also problematic with weapon skills, so we kept the initial skill level as +1.
The only thing I am not sure about in your question is when you say "one point." In initial character creation, you have four skill levels to distribute - I assume this is what you are refferring to. When you later increase a skill or obtain a new one, it costs 10 experience points. Just saying this for clarification.
If you have any more questions (and new members usually have a few!), it may have been asked already so check out some of the threads, but even if so, I don't mind discussing things again!
