proposal 1: create a Skills sub-board within each of the LAW, LUW, and LST boards. within it, there would be a thread for each skill to discuss the situations in which it can be used and how it is applied.
proposal 2: create a Spells sub-board within the LAW board. within it, there would be a thread for each spell to discuss the situations in which it can be used and how it is applied.
the layout would be something like this:
LAW (board) --SKILLS (sub-board) ----Acrobatics (thread) ----Climbing (thread) ----Riding (thread) --SPELLS (sub-board) ----Fire (thread) ----Flash (thread) ----Shadow (thread)
the first post in each thread would simply quote the rule from the rulebook. later, this post could be revised, if necessary, by bret or george.
i think this would be invaluable to new-comers seeking guidance and as a tool for community input in how the rules are stated/described in the rulebooks should the rulebooks be revised.
i know that creating all of these sub-boards and threads would be tedious and time-consuming. i would like to volunteer to get them all created.
i believe Lord Inar volunteered to make a wiki. that wiki could serve the same purpose, but only if it allowed discussion...but then, i'm not sure if the forums would really have a purpose.

Hey ewookie,
This is actually a decent idea, particularly for newcomers. The only reluctance I have is getting stuff spread out too thinly, as we have a lot of content in some solid threads already. But, it is kinda difficult to keep track of, so i think this is a good idea.
Give me a few days until the weekend. It isn't a big deal to create the subboards, and then thread creation is easy off of that.
