Vlad, when my character blows a roll like he just did, how would you like me to role-play it? Does he know that he just can't put his finger on it or should I run with the wrong diagnosis? Player's choice.

Dark, you're such the optimist...always seeing the glass as half full. Thanks for the (half) glass of cold water to my face.

Vlad, I have a couple of questions. Not that it really matters in this situation since I have the same skill level for Charisma and Diplomacy, but would a conversation/elicitation of information/interrogation such as this be covered under either of these skills?
Here's your description of the Charisma skill:
* Charisma: For our game, this skill is enhanced to include the ability to talk your way out of jams, bluffing, and getting others to believe the lies you’re tellin’. It also involves talking someone into providing aid, or information. Think of it as a catch-all verbal skill that isn’t Diplomacy. Success is winning a contested IQ check. Does it also apply to spotting lies or deception?

Yes, Charisma would, providing the target is unwilling to give that information---a hostile witness, or is intentionally being deceptive. Does the woman believe she's being deceptive? Perhaps she's telling you the truth as she sees it. Perhaps the girl sees things differently.
Perhaps.
Or perhaps not.

If she doesn't know or make a connection then she won't be deceptive even though she has information that might be helpful. That's why my character was trying to think of something to try to turn that light on, so to speak. It's like having a neighbor involved in an illegal activity such as drug dealing or making meth, but you have absolutely no knowledge or experience with that sub-culture. Would you recognize any of the tell-tail signs. My character's thoughts are to get a better feel for if she's being honest or just doesn't know (what to look for or what's going on) and after making that assessment to decide what is the best way to proceed.
Also, by separating her from her kids it will do a few helpful things. First, it should give the children an opportunity to speak freely if they were afraid of saying something that might incur her wrath. Second, if she's afraid of saying something to scare the children, then she's more apt to speak freely without fear of frightening them or exposing them. Anyway, that's my character's intent. Is that good enough or should we role-play it out?

...Is that good enough or should we role-play it out? Roleplay it. The answer here will always be to roleplay.

I hope that I'm as intelligent, charismatic and diplomatic as my characters is supposed to be. :-)

"No sooner has Gar discovered the front door is locked, when a loud bang is heard and a bright light comes to life, both from behind the church."
Is the light instantaneous or does it ramp up? Is the light a flash (such as an explosion) or is it constant?

Vlad, in my posts would you prefer the raw roll and have me cite my attribute and any applicable skill or just the raw roll?
